The Chief of Institute of Finance and Trade Economics of Chinese Academy of Social Sciences, Pei Chang Hong stated, in the 2nd anniversary of Trade In Service Seminar in 2009 that talent-centered IT industry always takes people by surprise when domestic corporations overtakes international giants – Taobao.com used four years to make C2C giant, Eachnet, lagging far behind; and Chinese search engine, Baidu, took over Google from behind. In respect of IT outsource servicing sector, which is not quite familiar to many people, an information operation provider namely CE Dongli, also took over IBM and became number one in the China market.

Over the past ten years, CE Dongli has designed and made over 200,000 corporate websites, and over 300,000 corporate users have been benefited by using its IT solutions. 2007 Research Report of Internet Data Centre (IDC) indicated that the ranking of corporations in the IT outsource service market in that year, CE Dongli the first time overtook IBM and became number one. Being a local brand in China and its client groups mostly are those domestic SMEs, CE Dongli’s achievement takes the whole industry by surprise.

Most SMEs are growing typed corporations. At this moment, the issue that SMEs' concern most is what kind of benefit that will be brought by IT operations. In this connection, CE Dongli has been focusing on e-business sector. "Website is the entrance of IT, not only it can show its functions to the others but also it can be used as a self-used platform for internet sales."
