On Jan. 8, 2008, the first China Software CTO&CIO Annual Conference was held in Beijing. Dr. Zhang Bin, General Manager of Beijing CE Open Software Co., Ltd. (“CE Open”), put forward “SaaS service system with Chinese characteristics” of “change with demand and customized”, supplying practical solution for how SaaS adapts to China’s market.

For a long time ago, the insiders have had an expansive and deep discussion on SaaS service mode and there are also many arguments. Doctor Zhang Bin put forward on the conference that some foreign SaaS service had single product function and the service system had great limitation. On the other hand, China has quite a lot of SMEs and they have their own characteristics in the aspect of information demand. Therefore, the changeless clone of foreign SaaS service system will not satisfy the practical requirements of domestic users. Since the trying of software leasing mode in 1999, through years of SaaS practice and exploration, CE Open has developed “SaaS service system with Chinese characteristics” aiming at the practical demand of Chinese market, satisfying customer requirements from the four aspects of “user-centered”, “individuation”, “all-round service” and “change with demand”.

1、 “User-centered” means supplying effectiveness, efficiency and satisfaction for specific customers with specific purposes under specific application situation, including learnability of products, attraction for customers and feelings before and after using the product.

In 2008, in order to drive the transformation of domestic software enterprises, promote SaaS service level and better explore SaaS service mode suitable for Chinese enterprises, CE Open set up “ChangFeng Alliance IIS-WG” with the support of ChangFeng Alliance and SaaS service codes and standards with domestic famous IT enterprises, bringing forward the development of domestic software.
